Burgin, during the Committee stage of the Ministry of Supply Bill, which was passed, said he would take over all supply in 'which the War Office acts as agent for the Dominions and colonies and allies and would have power to buy up all scrap iron, which possibly otherwise would go abroad, and to obtain throughout the Empire all supplies of certain raw materials essential for the manufacture of arms. The War Office has announced that Rumania is purchasing army supplies through the British Director of Army Contracts.
