The League Council disposed of the deadlock between Sweden, Finland and Soviet Russia regarding the refortifieation of the Aaland Islands by including the respective declarations in the minutes and not recording any decision. M Maisky (Soviet Ambassador to Britain) complained that the Soviet had not been informed of the object of the fortifications, which might be used to bottle up Russia in the Gulf of Finland. Herr Sandler (Sweden) and Herr Holsti (Finland) declared that Russia had received all the. information given to other Powers, none of whom had asked for a disclosure of military secrets. The fortifications were necessary to increase security in the region and an avoidance of delay was essentia* in view' of the uncertainty of the international situation.
