THE BRITISH PROPOSALS
TO RUSSIA APPROVING PRESS COMMENT IN LONDON. REPORTED TERMS OF PACT. (British Official Wireless.) RUGBY. May 27. Prominence is given in morning newspapers today to the unexpectedly rapid progress made in drafting the linal stage of the new British proposals to Russia, which might even be called FrancoBritish proposals. London and Paris have been in close touch during their drafting, and thej' should now be in the hands of the Soviet Government. Comment by diplomatic correspondents stresses the absolute reciprocity contained in the new formula. The diplomatic correspondent of “The Times” gives the following version of a suggested three-Power agreement. Great Britain, ' France and Soviet Russia will agree to co-operate immediately in defence if any one of them is made the target of a European act of aggression. All three will co-operate immediately if any one of them is involved in war as the result of fulfilling an assurance given to another State in Europe.
They will declare that the agreement is wholly defensive and embodies, the principles of the League Covenant. Steps will be taken to put the agreement on a practical basis as soon as possible. Newspaper writers express the hope that the latest formula will meet the difficulties which the Soviet Government claimed to find in the earlier proposals. The British Ambassador in Moscow has been instructed to present the proposals to M. Molotov, Soviet Foreign Minister, at the earliest possible opportunity, but it is expected that some days will elapse before the Soviet has completed its examination of them.
FRANCE & BRITAIN TWO COUNTRIES NOW AS ONE. M. BONNET'S DECLARATION. PARIS, May 27. The Foreign Minister, M. Bonnet, de. Glared today that • the Franco-British Entente was so consolidated that the two countries were now as one. Britain, by conscription, had given a guarantee not only on the Rhine but on the Vistula, while France was about to conclude agreements with Turkey and Russia.
The announcement of a pact between France and Turkey is expected immediately after Whitsuntide.
