The strike in the city area has been broken and essential services are normal. The situation in the provinces, however, is doubtful. Reports from Marseilles, Bordeaux, and elsewhere indicate that civil servants are carrying out the instructions of the General Confederation of Labour, regardless of the Premier’s contrary orders. The seamen’s union in Marseilles, Toulon and other seaports has forbidden its members to start work. In Paris itself the Premier, M. Daladier, appeared to have the situation well in hand at 2 o’clock this morning, when strong forces of police and mobile guards were standing by. * Aided by non-unionists and members of independent unions, five newspapers appeared this morning, each of four pages.
