INDUSTRIAL DISPUTES
CHARGE OF CAUSING DELAYS. DENIED BY EMPLOYERS. (By Telegraph—Press Association.) WELLINGTON, This Day. Exception to the statement issued by the Wellington Trades Council, that the employers deliberately held up the settlement of industrial disputes in conciliation council, thereby depriving the workers of thousands of pounds, has been taken by Mr T. O. Bishop, secretary of the New Zealand Employers’ Federation, in replying to a complaint of delay in the making of awards.
Mr Bishop said he agreed with the portion of the statement referring to the delay on the part of the Court of Arbitration in making awards. He considered that a good deal of this delay could be avoided if the court were a little more sympathetic in dealing with its cases, but this was a matter which the court only could rectify. He did take exception, however, to the statement that the employers deliberately held up agreements in industrial disputes in conciliation council. It seemed to him that prominent trade union officials today, in the absence of a real grievance, took steps to disseminate propaganda with the idea of creating imaginary grievances in the minds of a large number of workers and fostering the spirit of resentment. “This is so far from the truth that I cannot allow it to pass unchallenged,” said Mr Bishop. “The facts are that for the last two years every employers’ organisation, and all the secretaries of employers’ organisations, have been working at extremely high pressure endeavouring to catch up with the vast number of citations filed by workers’ unions. Far from there having been any unnecessary delay, we have all been doing our utmost to keep the work up to date and to deal with cases as expeditiously as possible. There have been delays certainly, many of them due to the workers’ own error in the first instance.”
Mr Bishop said that many delays would be avoided if union officials, in fixing dates for conciliation hearings, would avoid clashing with dates already fixed.
