Sir James Bacon, Vice Chancellor of England, has retired from that position. The Doke of Connaught has been appointed Commander-in-Chief in Bombay. There are grounds for thinking that France, in exchange for the New Hebrides, is now prepared to cede Rape, with equal commercial freedom in the Pacific, and cessation of oonviotism. France will also arrange with Germany and England all other questions. If these terms are not accepted it is unlikely that France will withdraw from the New Hebrides.
The London press applauds the utterances of the Maiquis of Salisbury at the Lord Mayor’s banquet. The foreign press, notably Austrian news* papers, express approval of Lord Salisbury’s speech at the Gmdhall banquet. The Russian journals, however, do not publish it.
