The New Volunteer Regulations.

Enrolment* wad Precedence.—Enrolments are to take place hall yearly, namely, in the month* of January and Jnly. and no person under seventeen yean of age will be enrolled aa a volunteer, except by special authority, or in the ease of boys who are trained as trumpeters, drum men, buglers, or musicians, not exceeding two to a corps or couip&uy, Tbe Volunteer Force shall consist of the following different arms, which will rank in tbe order named Naval artillery volunteers, cavalry volunteers (when dismounted, when mounted they take precedence), mounted infantry volunteers, ditto ; artillery, engiocen ; rifles. Garrison Corps are to take precedence over country corps. Medical Staff.—A battalion will be permitted to have the following medical staff, precedence being given by seniority 1, surgeon or surgeon major ; 2, assistant nrgeon or surgeons. At all class firing one medal officer must, if possible, attend, and tbe ranks of officers to bo recognised in the Medical Department of the Forces will be as follows ; —Director general, surgeon major, surgeon, assistant surgeon. Tbe director general will be appointed by the Government from time to time for a period of five years, and will lie responsible that only such medical officers are appointed as are properly qualified practionars.

Examination of Officers.—A Council of Military Education is to be constituted, composed of such officers as may be from time,to time appointed by tbe Governor; and it shall be their duty to prepare questions to be pat to all officers at their examination (or promotion, and to award such promotion of marks as they may merit. Members of the Council will periodically travel and lecture to the officers of tbe various arms, and question them ou the several most important points of their instruction. Condidalea for the position of adjutant in any battalion may be either lieutenants or captains ; for that of major, tbe captains and tbe adjutant ; (or lieutenant colonel, the majors only. Sbonld no candidate of these ranks pass tbe examination, officers of other corps of these ranks will be invited to compete.

Cavalry volunteers most parade twice a day for six consecutive days and half yearly for inspection of arms, and attend six Government monthly inspection parades during the year. Country corps must parade eight times in each year for inspection of arms, sud at least one hour’s drill on such fixed dates as may be ordered. No parade at which less than two-thirds of the strength of a corps is present is at any time to he credited to a corps as an inspection or Government parade towards capitation or efficiency. Strict punctuality is to be demanded, and, to that end, no officer or volunteer arriving on the parade ground after parade has been formed up shall be entitled to a record of attendance for efficiency or capitation Capitation and Pay. - A capitation allowance of £3 per anomn will be granted to all efficient members ol ganison volunteer corps and an allowance of 30s per annum to country corps. A member to be deemed efficient must have during the year, if belonging to a garrison corps, attended eighteen parades or drills, six of which must have been by daylight; if a country corps, be must hate attended eight drills. Any officer making a false return as to parade state, whether from wilfal fraud or negligence, will be liable to immediate dismissal from the Force. The rates ol pay to officers and volunteers when out on actual military ■erviee in the field or when doing garrison duty are to be Lieutenant-Colonel, 25s per diem, with forage for two horses ; surgeon major, 23s per diem, with forage for cue horse , major, 21s pet diem, with forages for one horse ; eaptaiu, 13s per diem ; adjutant, 3s fid in addition to pay and forage lor one horse ; quarter master, 13s fid ; surgeon, 18s ; lieutenant, 11s ; sob lieutenant, 10s ; staff sergeants, 9s ; sergeants, 7s ; corporals, 6s ; trumpeters or buglers, 5s ; privates, ss. After January Ist next no volunteer shall receive capitation who has not served at least nine months in the corps to which he belongs. Campe.—A camp may be held in a district once a year fur three or more consecutive days, exclusive o( the days ol arrival or departure. Volunteers attending at camp will be granted free passes by railway, and an allowance ol 2s fid pet diem if present during the whole period ol the camp. As an encouragement to Volunteers to take part in camps ol exercise, attendance's! an encampment may reckon as two daylight drills for capitation. Discipline.—Boards ol Inquiry are to be appointed for the consideration of charges, and the proceedings are to be conducted with closed doors. Solicitors will not be allowed to assist at the inquiry, hot any accused person may call witnesses or make a statement. Officers and volunteers are not individually or collectively to attend political meetings, or (join in public political discussions or demonstrations in uniform. Any officer proved to have written to a newspaper ou matters connected with his corps or to have called in question the act ol any superior officer shall be liable to be deprived of his commission ; and any volunteer for like conduct may be fined in a sum not exceeding 20s and be summarily dismissed the Force. Fines arc to be imposed lor talking while in the ranks, or for falling out ol the ranks without permission. Aetoal Service.—ln case of actual or apprehended invasion of any part of the colon/- or other emergency proclaimed by the Governor, corps may he assembled frr actual mi.’.'tsry service, and will be liable to serve in any part of New Zealand. The appointments of acting officers will cease whenever the corps to which they belong is called out (or actual service. Naval Artillery Volunteers.—At least ones third of the members ol these corps should have served afloat either as seamen, watermen, fishermen, or boatmen, or in some occupation directly connected with shipping. The members of these oorps maj at sny time be called upon to undergo a course ol instruction in heavy gun drill, which will be paid for at the rate of 5s per diem for not less than four hours' actual drill. Cadet Corps The continuance of the servioee of cadet corpe formed in connection with public or private schools is permitted under certain conditions. No corps can draw capitation for more than sixty cadets nor for less than thirty. Cadet corps may belong to a single school or to two or more schools, as (lie case may be. Long Service Medals.—Volunteexs who have served in the Volunteer Force lor twenty years, or who have served continously for sixteen years as efficient Volunteers, ► hill he entitled to long service medals. Volunteers who may have served on actual service are entitled to eonnt each year or part of a year of sneb service as two years towards a ■usdal.
