Featherston Road Board.
This Board met on Saturday, at Featherston. Present—Messrs J. Tally (chairman), Matthews, Elgar, Harris, Dowman and Monokton. The minutes of last meeting were read and confirmed. treasurer’s report. The Treasurer’s report was read as follows ; —The credit to general fund at date is £373 2s 9d, and to credit of imprest account, £147 12s 6d. The total amount of general rates received at date is £1076 Os fid. The clerk informs me he is about to send circulars to all those who have not paid, and it is hoped all amounts will be received by the end of the present month, so that a claim may be laid for subsidy under the Local Bodies Finance and Powers Amendment Act. The financial position of each eubdistrict is shown as follows, exclusive of Crown and Native rates, against which to .day’s payments have to be paid—No. 1 credit, H6O 17s 2d : No, 2, L 219 11s Id ; No. 3, L6B 12s 6d ; No. 4, L 59 11s 6d ; No. 5, L 145 Us 2d ; No. 6, Ll4B Is 2d ; No 7.L161 19s 6d ; No. 8, L 368 lls 7d. The expenditure of general account to date has been LI 76 13s 7d; main road account, Ll7O 13s lOd, and subdistrict road account, L 227 lls fid.
ACCOUNTS PAID. Accounts—Ordinary, LU7 12s 6d, aud imprest, L 289, were passed lor payment. Correspondence outwards as per business transacted at the previous meeting was read. COBEBBPOHDBNCE INWABDS. Letter from Mr J. Barton, asking that White Kook Station be transferred to No. 6 Ward. From Mr E. J. Riddiford, regretting his inability to attend meeting, but that be could appoint a day. Mr D. Cameron asking for £lO to be spent on road through Native Reserve. The Board considered that they could not st present accede to the application. From Mr J. Barton wrote asking that the Coast Road be pnt in order (W aterangi). Mr Heaton attended to apply lor a refund of his deposits on contract not undertaken. On the motion of Mr Bidwill, seconded by Mr Elgar, it was resolved undu the peculiar circumstances to refund Mr Heaton’s deposit, less the cost of advertising ; but the membeis of the Board wished it to be understood that it was not to be an established precedent. Mr J H Hodder utked for an extension of time on his contract. Granted.
The chief Surveyor wrote stating that tracings of Stoney Creek Road had not been sent to the Public Works’ Office.
Mr Bidwill asked that Kiug and Co’s tender for 22 chaius formation, Kauhatara, at 16s per chains be accepted. Agreed to. Mr Oliver tendered his resignation as poundeeeper at Waihenga. Accepted, subject to one month’s notice.

In reference to Mr Henderson's Tramway License, Messrs Cowman, Monckton and Matthews spoke at some length as to the dangerous condition of the grade near the sawmill at the Kaitara School Corner. Mr Cowman said it should be taken further back, at least one hundred yaids round tbe paddock below; he considered the travelling public were more interested than the ratepayers in the immediate district, who have not objected, especially as the persons travelling were exposed to the danger that might result from the trucks getting away and the logs thrown over on to tbe road. The Chairman said it remained with the ratepayers residing within the district to object, according to the regulations, but of course the travelling public were certainly, to an extent, interested.
i Mr Bidwill said if the tramway was bein.( erected in a manner dangeious to the public it was a question as to whether the Board should or should uo t stop the tram being used. If the Board point out the danger, Mr Henderson surely must be responsible. Mr Sheet (Engineer) said if Mr Henderson got the license according to the Clause in the Act he cou.d nut cross the road where the tram was aheady laid. Mr Matthews proposed that Mr Headerson's application be granted subject to sub> section 4 of section 10 being strictly adhered to. Seconded by Mr Bidwill. Mr Monokton moved as an amendment that the license to construct a tram applied for by Mr Henderson be not signed until the conditions ol sub section 4 be carried out. Mr Dowman seconded Mr Monokton’s amendment was lost, and Mr Matthew’s substantive motion was carried. OVERFLOW OF WAIOHIHB BIVIB. Mr Buchanan, M.H.H., attended to explain the exact position of the banka of the Waios bine Eiver north ol Grey town, in case of flood; the hoo gentleman said that the protective works recently carried ont had been very effective. He said, that where the fascines had been placed the river, when recently in flood had reached to within a foot of the top of the embankment, the effect at present in ease of heavy flood would be that the water Would probably be shunted u by s wing dsm on toward Grey town, as witnin a mile ol the Borough the water would likely cross the road, and the culverts would he quite inadequate to carry the water away, he (Mr Buchanan) bad an idea that, a bask Mould bo

He naked far a committee of the board to be appointed to inspect; ha did not expect the Board to do anything in the matter without first seeing the state of the point he referred to. Mr Buchanan went on to say that he thought the Jiiver Board were adopting a mistaken plan in cxpmding their money in some direuiiouK. ilo nas not finding fault with the action of tho River Board; bat if his ideas were correct be thuight the river conservators might possibly carry out more advantageous improvements in the direction he referred to ; he would be glsd to meet the members of the Eoad Board at any time they might appoint. Mr Bnehanan next brought under the notice of the Board the state of a road laid off this side of theWaiohine Bridge, and abutting on his property and leading toward Waihakeke. Ha said that the people who netally used this road were Waihakike settlers. He had nothing to propose. The Board appointed the chairman, Mr Tully, Messrs Monckton and Elgar a com* mittee to meet Mr Bnehanan on the sits of the required works, as proposed by that Utter gentlemen, and to report on the proposed works.
The Board at the same time, as regards the road by the river, were of opinion that it would be nseleas to eudeavour to protect anoh a road ae that by the river toward! Waihakeke, aa a large portion of it had already been abaorbed by the encroachment* of the river. MEW ROAD REAR PEATHERSTOM. Mr Matthews said he considered it quite useless to open the road applied for unleas the Town Board went with the Road Board in the mattor ; the Town Board had aa much or more to do with the aaid road than the Road Board had. Mr Monckton aaid he waa against forming and metalling a road on thia spot, the road would have been opened long ago if required. There waa a road that anawered all requirement* almost parallel to it, and be could not aee how it waa at preeent wanted. On the motion of Mr Bidwill, it waa resolved to take no action in the matter at present. Tbe Clark was authorised to obtain tbe statutes for 1886. WXIBRMOX BRIDGE FUMD. Mr Bidwill withdrew his motion re bridge boundaries, and gave notice that he would ask next meeting that the motion passed a abort tima ago re Waihenga bridge fundi be rescinded, and the tolls be devoted to a general fund. KB BIDWILL’* CLXIU. Mr Bidwill claimed the Crown grant of certain land near the Waihenga bridge, and asked the Board to provide a gate and lock (e prevent the general public using the road to the river and by that means destroy hie willows. He did not wish to obstruct the Board from entering to obtain metal, but reserved the right to allow no one else. Mr Dowmau claimed the right on behalf of the public to enter, and accused Mr Bidwill of attempting to be arbitrary. Matter deferred to next meeting when Mr. Bidwell promised to substantiate his claim.
LONQ-WINDEO RATEPAYERS. In accordance with the Treasurer's report the Clerk was instructed to write to all defaulters, and a list of all those in arrears of, rates to be placed on the table at next meeting. Mr Matthews moved that on Monday four weeks the Board pass a special resolution adopting the Local Bodies Loan and Powers Act. JACKSON'S LINE. The application of Enapp Brothers re stumping on their contract Jackson’s Line was left in the hands of Mr Elgar and the Overseer to arrange. The repairs to piece of road to Whaogaron nine chains instead of five was authorised. Mr Dowman to have permission to have it carried out. FENCING HOUTOTORA. D Heagerty’s tender for fencing 66 at Hantotora was accepted at 17s 9d par chain, to commenoe from 14 days from sign* ing of acceptance. A Cameron £lO 19s lump sum ; H Edwards. £67 16s ; M. Gaskin. 20e per chain; and W. Harrington 19s fid per chain also tendered.
