Stambonloff, who formed the second Provisional Government for Bulgaria at Tirnova, has issued a proclamation an* nouneiug establishment of martial law, and General Mutkuroff has Iteeu appointed to the command of the army with full powers. No definite information has been received as to the movements of Prince Alexander, and his whereabouts ia involved in complete mystery. Vienna, August 26. Prince Bismarck end M. de Giers, the Russian Prime Minister, are now bolding a meeting at Franzenbad, in Northers Bohemia. London. August 26. Great enthusiasm now prevails in BonineUa in favor of Prince Alexander, aud it is considered likely that the status quo will be reitored, Russia being thereby deprived of a chance to intervene in Ronmelian affairs. The Russian Government disavows any complicity in the kidnapping of Prince Alexander. August 27. Prince Alexander has been released from custody at Bcnirussi, a town on the Danube, in Russian Bessarabia.
