TH£ BRITISH COMMISSIONERS TO BE WITHDRAWN. AN AFGHAN TOWN HOLDS OUT. RANDOM, August 17. The Standard to day announces that pwing to the difficulty which has arisen between England and Russia in the settlement of the Afghan (rentier question, the British Commission will be recalled forthwith from Afghanistan. News (com Afghanistan states that the Afghans declare that they will not yield Kala>i-Ebnmb, a town on the Afghan frontier, to Russia. August is. It ia officially announced that the Governs meat has not dscided upon the immediate withdrawal of the Frontier Commission. That negotiations will continue with the Russian Oovsrmnent, and it is intended that the Commission should retorn to India in the autumn.
