The Loans to Local Bodies Bill.
The Legislative Council has “ laid aside ” the Loans to Local Bodies Bill. To"lay wide ’’ a Bill is not exactly to throw it out, but the object of adopting the clause in question, is to prevent the measure being passed during the session. The Bill referred to was readily passed in the House of Representatives. It is a very important measure, and forms an essential part of tbe policy of the Government. To have such a measure shelved will create much inconvenience and prevent local bodies from obtaining the money to carry out many necessary public woiks. It appears that when the measure was sent to the Legisla. tive Council, a majority of the members of that Chamber objected to some of its details and therefore ” laid the Bill aside.” The Post states that tbe House of Representatives is scarcely likely to assent quietly to suck a proceeding, and a committee ha* been appointed to search the journals of the other Chamber to ascertain officially what has become of tbe Bill. A serious conflict between the two Chambers may not improbably arise, although there is nothing in the course adopted by the Council to prevent tbe Bill being restored to the Order Paper, if the Government will promise so to amend tbe Bill as to meet tbe objections of the Council.
