Having made this declaration Sir Robert rose to the occasion, and made a slashing, eloquent, and effective speech, iu which he declared a policy of his own entirely different from that of his colleague, Sir Julius Vogel. Sir liobert declared for the most cautious borrowing, and added that the loan system must soon be abandoned alto gether. Then the debate went on till five o’clock iu the morning, at which hour it was adjourned, and the House rose.

In the House of Representatives last night the amendment to the second reading of the Loan Bill, regarded as a no confidence motion, was negatived by a majority of thirteen votes, and the second reading of the Bill was carried.
