(FROM ODB SPECIAL COBBCBPOHDIHT.) CIVIL SERVICE BILL. On Tuesday in the Legislative Council, the Civil Service Bill pasaed its second reading. A HO-CONVIDENOB DEBATE CONTINUED TILL FIVE O’CLOCK IN THE MORNING.

On Tuesday in tbs House of Representsfives the debate on the Loan Bill was re. sumsd. Mr G. F. Richardson moved an amendment which in effect called on the Government to take back and recast their Public Works proposals as set forth in the schedule to the Loan Bill. This amendment was at once accented by Sir Robert Stout as being equivalent to amotion of No Confidence. Sir Robert Stout made a magnificent speech in defence of the policy of the Government, and was replied to by Major Atkinson. Then the debate waxed fast and furious and was continued till 5 o’clock in the morning, when it was adjourned. The amendment was rejected by a majority of 13 votes, and the second reading of the Bill carried.
