It will tike very few words to express my convictions on this matter That main road* of the Colony should he constiucted out of cither County or lload Board rate* is wrong ; tln-y must he constructed hv the Government, and a verv important and necessary work It is. But there is one consideration to he borne in mind, that is, the County has the power to levy rules, and to avoid this the Road Board should lend a helping hand wheie it is possible to do so. At the same time nothing would justify our rates being spent in the construction of such mads ns the one iu question. There can be no reasonable objection to our lending to tlie County or coming to their assistance to raise funds, always pro. vided the Road Board is satisfied as to the capabilities of the County Council meeting their liability without recourse to a rate.
