THE ROUMELIAN QUESTION SETTLED. ADDITIONAL MINISTERIAL APPOINTMENTS. Lohdok, February 5. The whole of the Greet Powers, with the exception of Russia, have approved of the agreement entered mu. between Bulgaria end Turkey for the settlement of the Ronmelian question. Sir William des Voeux, Governor of Fiji, has been appointed Governor of Newfoundland, in place of the late Sir John Glover The Eerl of Aberdeen haa been appointed Lord Lieutenant of Ireland. Lord Wotverton assumes the portfolio of Postmaster-Oeueral, and Sir Lyon Play, fair is Vice-President of the Committee of the Council on Education. The Earl of Morley is Commissioner of Works, Mr John Rigbv, Q.C., is Solicitor-Genoral, and Mr James Bryce Under-Secretary for Foreign Affairs. m The tallow market 'is becoming gradually lower Australian mutton and beef, aud New Zealand mutton and beef, have declined on an average 9d per cwt. since last report. At the wool sales 171,000 bales were catalogued, of which 16,00<i were withdrawn The bidding was not so spirited as at last sales.
