“ The Powers mainly interested in the countries bordering the China Seas,” says the Aberdeen Press, “are Britain, the United States, France, and Russia. Japan has, over the period of years stretching from 1905 to the present, been squeezing Russia out of China; and in 1915 she got rid erf Germany’s strip at Kiao-chau. Britain abandoned Wei-hai-wei in 1922 when she denounced the AngloJapanese Alliance. Hong-kong is British, Kwang-chow Flench, and there are various international settlements in Shanghai. But much more delicate to adjust to a Monroe Doctrine than terr.torial possessions are the extensive and intricate trading concessions held throughout China by the Powers. Japan, by her declaration, apparently takes the responsibility o£ policing and protecting these interests, but it is very doubtful if the most nearly Interested will be agreeable to acquiesce.”
