THERE are many easier problems to solve than the unravelling of a clause in an Act of Parliament, .and seemingly New Zealand’s own legislation is not alone in its slipshod methods. A sample of departmental clarity is furnished in the monthly review of the Victorian branch of the Returned Soldiers’ League, officials of which have been trying to discover the exact meaning of the following sentence in the Repatriation Act: “ Where the rate of pay of a member of the forces exceeds a rate shown in column one of this schedule, and is less than the next higher rate in that column, the rates of pensions payable for the purpose of columns two and three shall be computed by adding -the- rate of pension shown in those" columps, opposite to the next lower *pa^j3f j pay 4 .tjbte sum which bears to the difference (between of pension and the hntextghigher rate of pension shown in thb«£;t:olmnns, the proportionfwhich tliiilifference between the rate of pay received by the member and the next•iower rate pf-opay .shown,, jr column ! one bears to-the ecu the andvthe nt.xf-,h:gker rates !of pa* in that column.?’ : rSf studying
