The clauses in the Unemployment Bill will be considered by Cabinet tomorrow prior to the sitting of the House of Representatives. The chief Jav question at issue is that of the levy. Labour members were particularly insistent that the levy should be on a graduated basis according to the abil--7 “ ity to pay, and the Minister of Labour, the Hon. S. G. Smith, said last week he would refer the matter to the Cabinet. The present proposal is that all males over 20 should pay a flat levy of 30s a year. The acting-Prime Minister, the Hon. E. A. Ransom, said this evening that until the Cabinet had met v and decided the point it would not be possible to announce the order of tomorrow’s business.
