Wht&n the borough of Cambridge was considering thef question of ratling on the unimproved valine it was decided before Ithe poll was taken to send a list of questions to all boroughs, operating under raJting on the unimproved vaflwei, asking for the results of tiheir expfjience. ,The ilist of questions asked and the replies received are given below, The answers ware tabulated by the town clerk of Cambridge, "far" 'being used as a meaning favourable to rating on unimproved value, and "against" far tihose unfavourable;— ••QUESTIONS ASKED. 1. Is. it regarded 'as an •equitable form of taxation? 2. Is it good in Jits general effect? 3. Had it, in .normal times, {been found to encourage Enterprise in the matter of new .buildings anji causing owners of unoccupieid allotments to put them to more profitable use? 4. Bas I't (had) any marked detrimental effect? 5. Can you say whether it discourages the holding of land for purely speculative purposes ? 6: Has it been found that those who opposed its introduction now advocate it? 7. In your,.opinion would any movement to change to the annual value system of rating be likely to meet with success ? 8. Does it in practice benefit the weathier class at the expense of the poorer class ? 9. Do you in your official capacity consider it is the best system available; and can you recommnd SHRD able? And can you recommend its adoption by my young borough ?
The net result of the questions answered shows an overwhelming testimony in favour of rating on land values/ Particularly striking is the unanimous verdict on question four, " that the new system has had no marked detrimental effect."
