POST-PRIMARY EDUCATION
Mr FRANK TATE'S VIEWS,

Mr Frank Tate, who was a member of the University Commission, at the request of the Minister of Education has drawn up a lengthy report on postprimary education in New Zealand. He pays a high tribute to the quality of the educationists in the Dominion •and approves the free place and junior high schools systems, but suggests improvements in certain details. He emphasises the need for full development of technical education, but considers a distinction should be made between the work over and under 16 years. Tha primary schools course should end at 12 years. Some of the technical education, he considers, does not deserve the name. It is advisable to postpone entry into industry until 16 years, with preparatory training at technical schools.
