MEETING.

(By Telegraph. Press Association.) CHRISTCHURCH, This Day. In order to register their protest against the decision of the City Council to limit the length of speeches four Labour members, Crs H. P. Armstrong M.P., C. Carr, F. R. Cooke and Mrs Jacobs retired with precipitation from a special meeting of the Counj cil 'last night, and so left the meeting ' without a quorum, and consequently without the capacity to carry on. The business of the meeting was to adopt j a new set of standing orders and ceri tain progress had been made when the time limit question led to disruption.
