NOW that the dairymen of New Zealand have recorded a substantial majority of votes in favour of the Dairy Produce Export Control Act, interest will now be directed upon the next step. The Minister for Agriculture gave it out some weeks ago that if a majority vote, wos recorded in favour, he would be prepared to immediately put the provisions of the Act into operation. Doubtless he meant that steps would be taken without delayto provide the necessary machinery, especially for the election of the Control Board. Many dairymen appear to be somewhat hazy as to just how the Board will be set up, but from certain happenings both in Hamilton and in other dairying centres it is apparent that an election.will be held, the whole Dominion being split into various electorates, each of a size approximateing to three or four Parliamentary electorates practically the same sized electorates that would have been formed for the elective Legislative Council that Air Massey advocated for a number of years, but latterly has rejected as unworkable. The Auckland province will probably comprise three electorates—one . for uorth of Auckland city, another for Upper and Lower Waikato. and the third embracing the Thames Valley, Bay of Plenty, and Poverty Bay. There will, of course, be objections to this grouping, and witih reason. It may also be that this province will be divided into two groups, or if may bo only one group, with two or three representatives. However, something definite on this score may be expected in the next few days. Re the question of personnel, it is fairly certain that there will be no paucity of candidates. That at least one candidate will be put forward from the Xew Zealand Co-operative Dairy Company, Limited, seems probable. But if that is so it is quite reasonable to expect some of the other companies, be they proprietary or co-operative ; to also give their support to opposition candidates. An election will be expensive, but it seems necessary. Whatever course is taken, and whatever candidates come forward seeking tine support of voters, the latter will have a very important duty thrust upon them to select men of wide commercial experience, sound judgment, and strict integrity. The position of the successful candidates for election will be no sinecure, as they will be dealing ing many millions sterling worth of dairy produce, and they will have to pit their wits and'judgment against perhaps the shrewdest brains in the industry to-day—men who have studied the marketing problems in the ihard school of experience, have been successful in the past, and Avho will strive to maintain their supremacy. Truly Diogenes' search for an honeet man could not have been as hard « task as the producers' search for capable administrators of the Dairy Produce Export Control Act.
