BELATED replies to questions put to Ministers during the recent session of Parliament continue to come to light. One of the latest to appear deals with Mr W. H. Field’s inquiry as to whether, seeing the pressing need for railway subways and overhead bridges, the Minister would have these woVks let by contract. The Hon. J. G. Coates has now replied as follows: “ The provision of subways and overhead bridges necessarily involves passing under or over a railway. The construction of such works is bound up with the all-important question of public safety, the responsibility for which rests entirely on the Railway Department, which must see that adequate provision is made for the protection of trains and th ecarrying out of the works to be undertaken in a manner that will not obstruct or in any way interfere with the safe working o fthetraffic. Subject to the restrictions necessary to safeguard these responsibilities, I will be pleased to take the honourable gentleman’s question into my consideration." The opponents of the contract system see in this statement an admission of its weakness.
