France is doing everything in her it power to increase her population, and \ already a bill has been brought for- v .; ward twice to lower the age at which a man ceases to be a minor. According to the present marriage law a;, man is considered a minor until he has reached the age of 30 years, -and his parents’ consent to his marriage is necessary up to that age. Twice the Senate has rejected the 'Bill which proposed to lower the age to 25 years, but a third attempt is to be made. * It is believed by those favouring the reduction that if a man has not reached years of discretion at 25 years of age his case is more or less hopeless, and a further five years will not bring wisdom to his aid.
