NO question affecting the progress of the .district is of more importance to-day to the ratepayers of the Mangapiko Riding than that of the loan proposal brought forward by the Waipa County Council, and for which the ratepayers' sanction is to be sought at a poll on Tuesday next. The purpose of the poll is to provide necessary moneys for the carrying*out a fairly comprehensive roading scheme throughout the riding which takes in the districts of Mangapiko, Paterangi and Te Rore. The loan proposal now before the ratepayers is the result of several months' negotiations by the controlling local authority, and the necessary preliminaries for the early carrying out of of the proposed works are all arranged. It is first necessary, however, that the ratepayers, by a majority vote, approve the loan, and that the result of the poll to be taken on Tuesday next will be to empower the Council to immediately proceed with the raising of the loan moneys, so as to be in a position to push ahead with the works in the early spring is practically assured. The proposed loan is of £4,000 and is to be raised under the provisions of the State Advances Act, 1913, for a term of 36% years. It will necessitate a special rate of five-thirty-seconds of a penny in the pound upon all ratable property in the Riding, or is 3%d for each £.IOO rated. The schedule of works proposed is as follows: —
Low Road (Te Awamutu railway station to Pirongia) ... 1500 Newbridge over Mangapiko stream (to open up old ford road to Paterangi and Ngaroto) ... 7°° Frontier Road ... ... 450 Paterangi-Ngaroto Road ... 150 Paterangi-Ohaupo Road ... 300 Old Mill Road (Paterangi to Te Rore) ... ... ... 350 McNaul's Hill (Paterangi to Te Rore) ... ... ... 150 Campbell's Gully, Te Rore ... 200 Pirongia Main Road ... ... 200 £4OOO Of the stated amounts it will be readily seen that the loan is for expenditure upon much needed works throughout the riding. It has been promised by the Hon. Minister for Public Works that the expenditure of £ISOO by the County Council on the Pirongia Low Road will carry with it a £ for £ subsidy so that, by approving and rating themselves for the £4OOO loan, ratepayers will really assure the expenditure of £5500 within the riding. This is a most important feature of the loan proposals and must not be lost sight of. The erection of a bridge over the Mangapiko stream, thereby opening the unused road leading to Paterangi and Ngaroto, is also worthy of special consideration.- In every detail the proposals will commend themselves to the ratepayers who will doubtless heartily endorse the proposal at the poll. The council is desirous that no misunder-1 standings should exist in the minds of the voters, and in the districts concerned will hold meetings this week in order that these proposals may be fully ex- | plained. The important necessity of providing for the better j roading of the district needs no explanation, as it is fully j recognised by one and all. B.ut j it is necessary before any works be undertaken that ways and means be available and to do this residents must necessarily con- j form to the law and sanction the raising of loans at the poll.
