WAIPA COUNTY COUNCIL.

The Waipa County Council met at Ohaupo on Tuesday. There were present: Messrs J. Fisher (chairman), Allen, Macky, Alexander, Poynter, Ryburn, Teasdale and McKinder. Moana Vale Swamp.

Mr C. C. Buckland, hon. secretary of the Moana Vale Settlers' Association, wrote stating that the association were taking in hand the draining of the main swamp and asking the council to give all available particulars regarding owners and their sections —The clerk was requested to furnish the desired information as soon as some details are forthcoming. Telephone Wire. Mr E. Potts wrote asking for 1 permission to erect a telephone line from Te Awamutu to his farm. —Permission was granted . . provided the posts were placed.'.,,?; inside the road fence. ~/V Local Government Bill. The council proceeded to consider the Local Government Bill. Chairman dealt with several of the most objectional provisions of the Bill, Referring to the clause repealing the payment of subsidies, he said that it was most unfair that the whole burden should be placed upon the land, and they should strongly . oppose it. Those who framed it had only thought of relieving the • consolidated revenue and placing the cost of hospitals, education and harbours on the land. Hitherto the consolidated revenue bore the burden of education, but under the proposed Bill, if Parliament did not provide sufficient revenue for education in any one ~ year the deficiency had to be, made up out of the rates of the district.

Cr. Allen thought it was going back to provincial councils which had not been a success.

Other councillors considered provincial councils out of date. Continuing, the chairman said he was opposed to the Bill as a whole. The district was too large; Waipa would be in the Raglan district which embraced the counties of- Raglan, Waikato, Waipa, Waitomo, Kawhia, Ohura and Awakino. The councils, he thought, would be too unweildy, and though there were many objections to existing conditions, he was satisfied that they were better than those proposed under the Bill.

Cr. Ryburn said 'he thought the Bill had a few good features, including the reduction of the number of local bodies and the extension of the franchise. While welcoming an extension of the franchise other members did not appear to be in favour of the reduction of the number of bodies and the good work done by town boards was referred to. On the motion of Cr. Allen, seconded by Mr McKinder, the chairman and Crs. Teasdale and Ryburn were appointed to represent the council at the ference to be held in Hamilton, to-morrow. Fences on Roads. Permission was granted to Mr Milliken, of Paterangi, to encroach upon the road in order to cope with noxious weeds, the deriod to be four years. It was decided to obtain a report upon other properties whose fence encroached upon the roads.

Tenders.

Several tenders wer-e received for sanding near Greenhill, but consideration was deferred until Mr Mandeno's return. Wants of the District.

It was decided to request Mr J. A. Young, M.P., to attend the next meeting of the council in order to ascertain the wants of the district, and in the. meantime Mr Mandeno was asked to prepare a list of the more urgent works.

Opening New Chambers,

It was decided to officially open the new council chambers on Friday, May 31st. at II a.m., and it was agreed to invite the Minister for Internal Affairs to perform the ceremony. A committeee consisting of Crs. Fisher, Teasdale, and the clerk was appointed to carry out the details. Special Meeting A special meeting was held to make a special order in connection with a loan of £I2OO, the council's contribution towards the Pirongia bridge. Accounts.
