PIRACY AND PROPAGANDA. LONDON, February 6. Broadcast listeners still often receive the unexpected from Continental stations. They were surprised the other day to hear from Luxembourg an English-announced performance by the 8.8. C. dance band, apparently from a gramophone record. Its conductor promptly made a protest in the Press. It is still common to find difficulty in avoiding Moscow’s propaganda efforts in English. Moscow’s reply is characteristic: “This is not propaganda. We wouldn’t dream of anything so dishonorable. We are only conducting a series of educational broadcasts, teaching our people to speak English. If the lessons are picked up in England, that is not our fault 1 ’ ’
