U BOATS.

AMERICAN PLANS TO COMBAT MENACE. DRASTIC REGULATIONS. Australian and N.Z. Cable Association. (Received This Day, 11 a.m.) WASHINGTON, August 20. The Government has prescribed most drastic regulations to come into effect on the first of September on Trans-Atlantic merchant ships in order to combat the U boats. Ships must carry the prescribed armament and be painted in order to ensure the greatest possible invisibility. They must also carry a minimum of a dozen smoke-boxes designed to create smoke screens when U boats are sighted.
