A word of credit must bo given where it is due, for the careful and correct manner in which the loan proposals have been sot on foot and carried through. The county chairman, the county clerk, the county returning officer, and all the members of tho council have followed the provisions of tho Act most minutely and their efforts are rewarded by one of the most complete victories that have ever been recorded.
