But wo do not admit that it would have been justice to havo allotted the loan money purely according to rateable value. We maintain that a fine medial lino must bo drawn between (h • two extremes, and that is the nearest approach to justice that can be affected. And after carefully persuing tho figures, and with a considerable knowledge of tho district to elucidate them, we are of opinion that no fairer allotment of the £12,000 conld possibly have been made, and wo congratulate the executive officers of the council on their judicious decision.
