MOSCOW'S VIEW

"NEW PHASE OF WAR SOON" SOVIET OUTSIDE OF CONFLICT "There is every reason to expect that the war will in the near future enter on a new and even more cruel phase," said "Izvestia," the official Soviet newspaper, in a leading article last month. "In Europe," the newspaper states, "certain Powers possessing large colonies have suffered a defeat which is pregnant with the menace of a further extension of the war and its transformation into a world imperialist war. "Despite all this, the Soviet ship* of State, piloted by the steady hand of a great helmsman, has steadily followed its planned course. The peoples of the Soviet Union have fully retained the possibility of continuing their peaceful labour and: remaining outside the war. This is especially important since at the present moment no one can say when and how the war will end."
