HELPING NATIONAL DEBT SIR W. DAVISON’S PLAN FOR - ENGLAND. A (proposal for the holding of four national sweepstakes was introduced in the House of Commons by Sir William Davison, the Conservative member for South Kensington. His object is to reduce the national debt and at the same time offer attractive prizes. It is proposed that the tickets should be issued through the post offices. Tlhey would be 10s each. Of this sum:— 5s would go to the prize fund. 1 4s to the redemption of the national debt, and ‘ • Is for expenses. • - Sir William proposes that the £500,000 devoted to prizes out of every £1,000,000 .subscribed', should be awarded as follows: —■ Two £20,000 prizes, Six £IO,OOO prizes, Twenty £5,000 prizes, .Fifty £I,OOO prizes, One hundred £SOO prizes, One thousand £IOO prizes, and Nine thousand five hundred prizes ranging from £SO to £5. “Anyone who goes into the country to-day knows that the Betting Bill is unpopular,” Sir William said. “Even those who support the Government say they are not going to be dictated

to as to -whether they should ibuy a sweepstake ticket or not. It is impossible at present for the Government to stop money going out of the country for sweepstakes, but if this country had its own draw it would become had form to send money out of the country. ”
