THE COAL DISPUTE, COLLECTIVE CONTRACT SYSTEM. FOE PEACEFUL WORKING OF MINES. Australian Press Assn —United SeTvie* (Received 11.30 a.m.) SYDNEY, This Day, While giving evidence before the Coal Commission Mr Albert Willis, M.L.C., formerly the general secretary of the. Coalminers Federation, expressed the opinion that a collective contract; system would be the most advantageous for a peaceable working of mines. He would like to see it applied to groups of mines. There should be an agreement between the organisation supplying labour and the organisation, representing capital, and the Government should rcisfulate the rates. A body of experts woidd Tequire to have access to all data in order to arrive at a fair price for coal. This would mean the closing down of a number of mines, which are merely a dead weight to the industry. The amalgamation should hecompulsory. The witness regarded compulsory arbitration for settlement of disputes as one-sided, as the Court had the right to enquire into the workers' means afld* private affairs, but it did not inquire into how many racehorses the owners should possess.

Negotiations have already been commenced but the outcome is doubtful. The land is said to consist of 1,000,000 acres on the Hampton Plains property in Western Australia.
