The Doumas elections in European Russia have decided that one-tenth of the members shall support the Government if it will fulfil its manifesto of October 30th.

Everything indicates that control will be in the hands of the Constitutional Democrats.

It is expected the Bureaucracy will fight desperately, relying on the Upper House, where ninety-eight per centum are reactionaries.
