Voters in all parts of Russia are profoundly disinclined to register for the National Duma owing to the Government preventing the electoral campaign and the prevalence of repressive measures. The indifference is specially marked at Moscow and Odessa. The high bureauistic circles are freely discussing the definite postponement of the Duma. THE CZAR’S INTENTIONS. London, January 24. The Times’ St. Petersburg correspondent says the Czar intends to grant political amnesty to all except to those persons found in the possession of explosives.
