James Allen, questioned on the working of the territorial system in England, said practically everyone there upheld the New Zealand territorial system. There was a goal deal of misrepresentation of the New Zealand system being circulated at Home, but the jicople take no notice. The territorial system in England does nut go far enough, but Lord Roberts is making great headway, and public opinion is changing.
