THE NEW CABINET. London. April 13. The new Cabinet is officially announced. Mr Morley and Sir H. Fowler, who have been created viscounts, retain their offices of Secretary of State for India, and Chancellor of the Duchy of Lancaster, respectively. Other members are: Lord Tweedmouth,.Lord President of the Council. Earl of Crewe, Secretary of State for the Colonies. Mr Lloyd George, Chancellor of the Exchequer. Mr McKenna, First Lord of the Admiralty. Mr Winston Churchill, President of the Board of Trade. Mr Runciman, President of the Board of Education. The other members of the Cabinet remain the same. Lord Lucas has been appointed Under Secretary for War; Mr Acland, Financial Secretary of the Army Council; and Mr Buchanaan, Under Secretary for India. It is not mentioned whether the other members of the late Cabinet retain their offices. Mr McKenna docs not vacate hji a seat. It is expected that Mr Hobhouse will be Secretary to the Treasury. Mr Herbert Samuel declined promotion, preferring to pilot his Children's Bill. Mr Morley informs his constituents that his health compelled him to choose between resigning office or withdrawal from the Commons.and he chose the latter, at the instance of his colleagues. Mr Asquith will introduce the Budget. Sir H. Campbell-Bannerman passed a"quiet day, and obtained considerable sleep.
