A PLOT TO MURDER MINISTERS DISAFFECTION SPREADING. JAPANESE CRUISERS EXPECTED Seoul, July 23. Hasegawa, who controls 2800 trops, has doubled the Japanese guard at the palace, owing to a plot to murder the members of the Cabinet who are taking refuge there. 'The palace plot led to the arrest v. the elder statesmen who was appointed Minister to the Imperial Household, and also Yithoboi, Chief Chamberlain, and four officers on suspicion of inciting to riot. The ex-Emperor has persuaded his son, who is weakening, to refuse to sign the Government proclamation urging the people to preserve order. The late Emperor is actively intriguing to inflame the Corean troops and politicians to distrust each other. Public disaffection is spreading rapidly, and rioting is apprehended throughout the peninsula. Every Japanese soldier is needed to guard the barracks, where most of the Corean troops are interned, consequently it is impossible to adequately guard the foreign quarter in Seoul. Japanese reinforcements arc expected on Wednesday. It is reported that three Japanese cruisers are expected at Chemulpo.
