JAPAN AND RUSSIA.
(Received September 12, 10 5 p.m.) London, September 12. Tub Japanese on the 9th despatched a messenger with a tin*; of truce in North Korea; but the Russians refused to treat, declaring that they were not notified of the agreement as to an armistice. Two companies of Russian infantry, with two guns in Manchuria on the 9th, opened an attack, but were outflanked. They fled, leaving 40 dead. Medical testimony gazetted at Tokio states that the Russians used dum-dum bullets at Vladimir and other Sagbalion engagements. It is also alleged that abuses of the Red Cross by Russians have occurred, aud nnililatiou of the SSfc Japanese killed when fighting. * * Tokio, September 12 Viscount Yossikawa, Minister of the Interior, has resigned. The Mikado has declined the Cabinet's offer to resign, (Received September 15, 3.45 a.m.) Washington, September 12. Mr Griscon, the American Minister at Tokio, cables that the attack on the church is largely due to sporadic antagonism to the Russian Church. The newspapers had raised such excessive popular expectation during the past month that the dissatisfaction at the terms of peace are all the greater, but the sentiments of the army, navy and nobility are more moderate.
