EXPLOSION ON AMERICAN WARSHIP New York, May 3 The inquiry into the explosion on the United States warship Missouri decided that the mishap was due to the blazing of certain cases when the breech was opened. The officers and crew were exonerated. CAPE CHINESE EXCLUSION BILL Capetown, May 3 Mr Merriman, the well-known Bondite, has been elected to the Cape Assembly. He replaces a member of the Bond who retired. 'J he Bill excluding Chinese indentured labour from Cape Colony has been read a second time in the Cape Assembly. Colonel Sampson said the Government was determined to keep out the Chinese, but British coloured subjects would be admitted if they held permits. Labourers would be fined £IOO if they entered the colony without permits.
