CHINESE AFFAIRS.
London, May 11. The Times is not disposed to think Russian action at Niuchwang indicates any new development of moment. The New York correspondent of The Times says the comments of every American paper reveal the increasing gravity of the situation. If President Roosevelt and Mr Hay take strong measures the country will back them. The New York Sun declares that the interests of the United (states and Britain in repelling Russian aggression are like two halves of a single unit. London, May 12. Tho Chinese Treaty Commissioners have declined further discussion with the American Commissionars relative to the opening of Manchuria to foreign trade owing to the Russian attitude. The American Government remains firm professing reliance on Russis's assurances. Lord Cranbourne stated that in response to a frieudly BritishAmerican communication, Russia has made an explanation that she will adherejtohpr engaeements to evacuate Manchuria though the evacuation was tempuiarily delayed. It was not intended to obstruct foreign Consuls in the free use of the port. The British Consul at Niuchwaug had reported on recent Russian re-occupation.
