The United States' isolatiou and declining to co-operate with Count Waldersee is due to the fear of a rupture between the Allies. BRITAIN AND GERMANY COOPERATING. IMPORTANT NEGOTIATIONS PENDING. (Received September 28, 9.25 a.m.) London, September 27. There are indications that negotiations tending to an agreement on important questions beyond the punishment of the Chinese ringleaders are proceeding between Great Britain and Germany.
