Mr Wyndham, speaking at Dover, admitted that the forces ueeded for South Africa were miscalculated at the outset; but denied the unprepareduoss of the army, inasmuch as 213,000 men with, innumerable guns were sent in the briefeet time. The Government was alert on the question of army reform, and seven millions were now being spent on modern guns and coast defence.
