Opening the Diet, the Emperor, declared that Japan was solicitous of the attainment of peace by mutual co-operation in China, which failed, to understand Japan’s true intentions. Her troops were only intended to persuade China to reconsider her attitude and reestablish peace. The Press increasingly charges Britain with encouraging Chinese resistance. One leading publicist says it is an Anglo-Japanese and not SinoJapanese war. It is absurd to counsel care not to alienate British sympathy. Meanwhile militarists and business men are urging the strengthening of the Germano-Japanese Anti-Bed Pact. STAGGERING FINANCE. DEBT INCREASED ONE-THIRD IN SIX MONTHS. FEABS OF DISASTER IN JAPAN. (Received Sunday, 6.30 p.m.) TOKIO 1 , September 4. The Supplementary Budget increases current expenditure to 321 millions sterling and brings the bond issue for the same period to 200 millions. In other words, the national debt has increased one-third within six months. Financial circles are asking how long the hostilities will last and fear that the crescendo of expenditure will lead to disaster.

NEW AMBASSADOR. SIR R. CRAIGIE REACHES JAPAN. TOKIO, September 3. The new British Ambassador, Sir Robert Craigie, has arrived. He refused to answer questions regarding 'the British attitude to China, but said he would do everything in his power to implement the British desire for good relations with Japan.
