SEEKING ONLY PEACE. UNDERSTANDING WITH GERMANY NEEDED. BRUSSELS, April 29. The Foreign Minister, M. Spaak, announcing the Anglo-French declaration in the Chamber of Representatives said thaT Belgium seeks nothing but peace and knows that her task will not be ended until a formula to which Germany will subscribe has been found.
