COLLISION AT SEA.

ARREST OF ITALIAN SHIP ORDERED. PROMPT ACTION NECESSARY. (Received Sunday, 7 p.m.) LONDON, February 1. As the result of a Channel collision between the Italian steamer Fedora and the Russian steamer Pravda, the Admiralty has ordered the “arrest” of the Fedora, necessitating swift action,, lest the Fedora proceed outside the three-mile limit, thus possibly depriving the Pravda of compensation. Heavy seas so far have prevented the service of a writ.
