INDIAN REFORMS.
DISCUSSION AT DELHI QUALIFIED APPROVAL. LONDON, February 14. “The Times” Delhi correspondent reports that the Council of State, after a three-day debate on Indian reforms, adopted by 32 votes to 14 an amendment declaring that the proposals marked a great advance on the existing Constitution, although they were far short of Indian aspirations and had not met the demands of the Indian delegates at the round-table conferences.
