UNITED STATES JOINS UP. RUGBY, August 21. The decision of the United States to become a member of the International Labour Office is welcomed by the British Press. The formal notification was conveyed yesterday in a letter to the Director of the Labour Office, Mr. H. B. Butler. The United States’s acceptance of the invitation extended in the resolution passed in June by the International Labour Conference is conditioned by the understandings expressed in that resolution, the chief of these being that acceptance does not involve obligations under the Covenant. —(British Official Wireless.)
