EXPRESS ’PLANES.

USB AT FIFTEEN THOUSAND FEET ALTITUDE. * PROPOSALS IN AMERICA. (Received Tuesday, 9.35 p.m.) WASHINGTON) August 21. A two-layer air mail service, the upper of which would have speedy express ’planes, splitting the thin atmosphere 15,009 feet above the earth is under consideration by the Post Office Department. The officials of some air lines have informed the authorities that their fast new ’planes operate most efficiently at around 15,000 feet, but when they have to stop frequently, lots of time is lost. The new plan would be for these ships to carry mail between important cities with smaller ’planes covering the intermediate points.
