JAPAN’S ATTITUDE
POLICY IN THE FAR EAST. FRANCE SATISFIED. SOLUTION OF DIFFICULTIES BY TREATY. (Received Friday, 9.25 p.m.) PARIS, May 4. France, replying to the Japanese Note regarding policy towards China, declares that she is satisfied with Japan’s affirmation, not only of the principles of international law but of the conventional statute regulating China’s foreign relations and expresses the conviction that Japan, in conjunction with other Powers, would seek a solution of the difficulties threatening order and justice in the Far East in conformity with the NinePower Treaty.

Addressing prefectural governors at their annual conference, Mr. K IBrota, Foreign Minister, declared that Japan must promote foreign friendships on the basis of just dealings. “She does " not intend exclusiveness in Eastern Asia,” he said, “nor to encroach on the treaty rights of others. While not objecting to individual exchanges of opinion with interested powers regarding treaties when necessary, Japan wants the harmony with all nations on which onr foreign policy is based. Japan is satisfied that the Chinese are showing signs of understanding our real motives.” BARON KURATOMI RESIGNS. FROM JAPANESE PRIVY COUNCIL. TOKIO, May 3. Baron Kuratomi has resigned owing to ill health the Presidency of the Privy Qouncil, the Emperor’s powerful advisory body on treaties and other most important affairs. His successor is Baron Ikki, ex-Minister of the Imperial Household, who is a firm-handed moderatist. , NAVAL TREATY.
